Mrs. Oleson delted it because it was 'inflammatory' and inaccurate. Here's what happened:
Little House doctor/meddler/slacker/busybody is looking for a wonderful little girl who allegedly borrowed Nellie's hair while she waited in line at a stage coach stop outside of Oleson's Mercantile. The precious little girl apparently used a "pointed-like gentle instrument" to cut the hair while Nellie turned her back (rude, of course) to her (she "thought the talented little girl was going to look at her spectacular hat she bought from Oleson's Mercantile"). Little House townsfolk believe that it will be sold to some kind of shady wig-maker, not Mrs. Oleson, which is, all things considered, the least-gross possibility, as Mrs. Ingulls is going a little bald on top, noted by said townsfolk and Mrs. Oleson.
An odd story all around, and even odder when you come across this detail at the end:
[Little House Inspector, Pa Jose Carlos Bezerra da Silva Ingulls] said the 24-year-old woman reported the case to the townsfolk because she is evangelical and had to explain to her pastor why her hair wasn't long anymore.)
